Annual Performance Evaluation

Purpose

Performance evaluation is an integral part of Extension planning, teaching, supervision and salary administration. Its primary purpose is to aid in providing the highest possible level of educational service for the people of Arkansas through improved performance.

We usually think of evaluation in terms of a supervisor's assessment of the performance of those who work under his/her supervision. In addition to administrators being evaluated by their superiors, it is also important that they receive periodic feedback from those who work for them. The perceptions of these individuals, when objectively communicated to administrators, can play an important role in the way in which administrators approach their responsibilities.

Procedure

Administrator evaluations will be conducted annually by the administrator’s supervisor ( E.E.V.A.L. - 170, Annual Performance Evaluation – Administrators, Senior Project/Program Directors, Associate District Directors). However, the administrator and supervisor may agree to waive the evaluation for one year by submitting E.E.V.A.L. - 100, Request for Waiver of Annual Performance Evaluation. In such instances, the previous year’s evaluation rating will be repeated in the administrator’s official records. The evaluation cannot be waived in two consecutive years.

Administrators are evaluated against established standards in five areas. Performance areas to be evaluated are:

Teamwork/Collaboration/Leadership
Personnel Management
Programs/Outcomes
Fiscal/Physical Resource Management
Professional Competency

Each performance area will be rated as follows:

E.R. Exceeds Requirements
M.R. Meets Requirements
I.N. Improvement Needed
U. Unacceptable

In order to assist the supervisor in preparing a meaningful evaluation, each administrator may be asked to prepare a self-evaluation of his or her strengths and weaknesses in each performance area ( E.E.V.A.L. - 170). In addition, an appropriate number of faculty/staff may be asked to prepare a confidential evaluation of the administrator's performance. For purposes of this procedure, faculty/staff will be selected from among those who report directly to the administrator, or interface with him/her on a regular basis and are in a position to comment objectively. Each person selected will be asked to complete a strengths and weaknesses assessment and submit it without a signature ( E.E.V.A.L. - 169, Administrator Evaluation Survey Form). Responses will be tabulated, comments retyped to assure anonymity, and shared with the administrator.

Evaluations of the following administrators will be obtained:

• Associate Directors
• Assistant Directors
• District Directors
• Associate District Directors
• Director of Communications and Marketing
• Director of Financial Services
• Director of Human Resources and Program Compliance
• Director of Information Technology
• Director of Physical Plant
• Director of Printing Services

Review

The rating will be discussed with the administrator by the appropriate supervisor. The administrator will be given a copy of the completed performance evaluation. All evaluation conferences will be completed within 90 days of the end of the rating period. Ratings will be certified by the supervisor and the administrator and must be submitted to the appropriate associate director or Assistant Director for review and concurrence.

Disposition

The original copy of the performance evaluation will be submitted to the Human Resources office for filing in the administrator's Official Personnel Folder.

Appeal Procedures

An employee who disagrees with the overall performance rating has a right to appeal that rating through the Extension grievance process. Both informal and formal grievance procedures are available. See C.E.S.P. 2-14, Grievance Procedure, in the Extension Policy Guide.
