Employment Manager

Nature and Purpose
The Employment Manager is
a member of the Human Resources Office team, reporting directly to the
Director of Human Resources. Primary duties include implementation and
administration of the online employment and position description systems (PeopleAdmin);
providing training, advice, and counsel to supervisors regarding the hiring
process; and assuring compliance with EEO, AA, and other state and federal
employment laws and regulations.
Major Duties and
Responsibilities
- Administers the
online employment and position description systems (PeopleAdmin), and
provides training and support to internal and external users.
- Assures that the
vacancy announcement and candidate selection process is in compliance
with Division of Agriculture and Extension guidelines and that positions
throughout Extension are filled in a timely and efficient manner.
- Analyzes staffing
plans, turnover data, and employment statistics; prepares management
reports; sets measurable objectives in support of organizational
objectives.
- Trains and provides
guidance to hiring units on interviewing and selection techniques and on
appropriate employment documentation.
- Provides sufficient
advice and counsel to hiring supervisors to assure appropriate
application of employment-related laws, regulations, policies, and
procedures at the department or county level.
- Maintains sufficient knowledge about the organization, its programs, and
its personnel policies to discuss wages, working conditions, and promotional
opportunities with supervisors.
- Maintains current
knowledge of technological advancements and best practices in the area
of employment and recommends to Administration those enhancements which
will increase the efficiency and effectiveness of employment
operations.
- Works closely with
the Division of Agriculture Civil Rights Compliance Officer to ensure
compliance with the Affirmative Action plan and further the
institution's diversity recruiting efforts.
- Drafts, maintains,
and interprets policies, forms, and procedures related to recruiting and
hiring, ensuring compliance with the Division's Affirmative Action Plan,
University Board Policy, the state and federal Offices of Personnel
Management, and applicable governmental regulations.
- Maintains in-depth
knowledge of EEO, AA, and other state and federal employment law.
- Oversees the
day-to-day activities of the employment function.
- Serves as back-up for
administration of the QWIZ employment skills testing program for
secretarial and accounting technician positions. Assures that hiring
supervisors are aware of testing procedures and expense and that expense
allocation data is forwarded timely to Financial Services.
- Performs other duties
or special projects as assigned or requested.
Relationships
- Works under the
supervision of the Director of Human Resources.
- Establishes and
maintains effective working relationships with hiring superiors and
other classified and non-classified employees.
- Represents Extension
professionally in dealings with applicants, vendors, and UA campuses and
System Office personnel.
Qualifications
Education and
Experience
- Bachelor’s degree is
required.
- Minimum of 3 (three) years experience specializing in hiring, recruiting, or other
employment-related functions preferred.
- Experience with
PeopleAdmin or other applicant tracking software is preferred.
Knowledge, Skills,
and Abilities
- Knowledge of State
uniform classification and compensation policies
- Knowledge of job
analysis principles and techniques
- Knowledge and
experience with applicant tracking software, the Banner system, and
Access
- Knowledge of
interviewing and recruiting techniques and of recruitment and employment
documentation requirements
- Knowledge of federal,
state and university AA/EEO laws, guidelines and procedures
- Strong interpersonal,
public presentation, and verbal and written communication skills
- Ability to assume
responsibility, exercise initiative, and use independent judgment
- Ability to manage and
communicate confidential information
- Ability to analyze
problems and devise effective solutions
- Ability to organize,
coordinate, and provide leadership to operational projects and
initiatives
- Ability to prepare
and present specialized training
- Ability to work
effectively with a wide range of constituencies in a diverse community
- Ability to plan,
organize, and prioritize work and execute responsibilities with
appropriate attention to detail
- Ability to maintain
accurate records and documentation of exceptions to Extension, Division,
or UA Board policy and practice
