Nature and Purpose

The 4-H Center Director is a faculty member of the Cooperative Extension Service, University of Arkansas and provides overall leadership in maintaining, managing, and expanding, the C.A. Vines Arkansas 4-H Center in cooperation with the Arkansas 4-H Foundation.

Major Duties and Responsibilities

The 4-H Center Director or a designee (Operations Manager, Physical Plant Manager, 4-H Center Program Coordinator or the 4-H Camping Coordinator) must live at the Center

• Responsible for the overall operation of the 4-H Center.

• Determines staffing needs and hires personnel for housekeeping, food service, facilities operation and maintenance.

• Submits for review to Associate Director for Finance and Administration personnel and performance evaluations for all full-time staff.

• Determines overall training needs and coordinate training of Center staff.

• Coordinates overall supervision and evaluation of full-time and seasonal non-program staff. Keeps salary and benefits in line with budget limits, and oversees processing of payroll.

• Works with staff to determine work assignments and scheduling of personnel.

• Prepares annual budget and monthly financial reports. Distributes to 4-H Foundation Executive Director, Associate Director for Finance and Administration and Center faculty and staff. Uses sound business principles for Center operations.

• Prepares usage report and other program reports for Foundation board and Extension program accountability.

• Coordinates group activities to achieve maximum use of facility by maintaining rapport with current user groups and seeking potential customers both within Extension and with other institutions, agencies, and groups. Maintains the master calendar for booking groups.

• Periodically determines rate structure in cooperation with 4-H Foundation Board to achieve financial soundness for maintaining non-profit tax status (501(c)(3) I R S code).

• Works in conjunction with the Associate Director for Finance and Administration to determine on-going financial status so the Associate Director may recommend to the Foundation Board Committee changes in rate structure.

• Maintains and updates policies and procedures for Center usage by all groups and for Center staff with approval from Foundation Board.

• Approves purchase of equipment, supplies, furnishings, security and maintenance needs. Major purchases should be approved by Foundation Board.

• Performs occasional maintenance and custodial work to keep Center operating.

• Gives leadership for overall marketing of the 4-H Center.

• Provides coordination and necessary support for 4-H Extension faculty assigned to the Center for conducting their programs and events.

• Conducts faculty conferences and staff conferences on a regular basis in order to create a harmonious and congenial work atmosphere for Extension professionals and Center staff -- one in which roles and responsibilities are openly discussed and clearly defined.

• Ensures that the Center is in compliance with A.D.A. and E.E.O. requirements; follows A.C.A. recommendations as appropriate; complies with State Health Department, P.C. & E. water treatment regulations and O.S.H.A. regulations.

• Studies long-range development of the Center and recommends expansion areas to the 4-H Foundation Board. Keeps Center development records for historical purposes.

• Seeks additional funds for the Center through preparation of informal as well as full grant proposals.

• Keeps abreast of changes in the conference center industry to make needed changes in the 4-H Center for more efficient operation.  

• Supports the Foundation’s Management and Operations Committee.

Relationships

• Responsible administratively to the Associate Director for Finance and Administration for compliance with all policies, procedures, and regulations relating to the operation of Extension organization.

Responsible to the Associate Director for Finance and Administration and Management and Operations Committee for decisions relating to the general operation and maintenance of the C.A. Vines Arkansas 4-H Center.

 • Works within the Memorandum of Agreement established between the Arkansas 4-H Foundation and the Cooperative Extension Service, University of Arkansas.

• Maintains peer relationship with other Extension 4-H specialists assigned to the Center and in the State 4-H Office. Views the 4-H Center as an educational tool in carrying out and supporting the county 4-H programs and other Extension programs.

• Maintains rapport with other subject matter specialists, county and district faculty, and Extension administration.

• Consults with other state 4-H faculty managers and other camping/conference professionals.

Qualifications

Education and Experience

• Bachelor's degree required, in business, recreation, education, hotel management, agriculture, home economics, or related field. Master's degree preferred.

• Minimum of 3 years experience in managing a conference facility preferred.

• Experience in personnel management and general facilities maintenance preferred. 

• Experience in youth and adult programming desirable. 

• Living on the grounds in the residence provided may be required.

Knowledge, Skills, and Abilities

• Strong commitment to interdisciplinary and relevant programming for youth.

• Working knowledge of the 4-H program and/or other Extension programs.

• Possess a genuine interest in people and possess an outgoing personality.

• Possess computer skills for operating Word Perfect 8.0, Windows for Work Groups, Lotus 1-2-3, Peachtree Accounting, GroupWise, and other appropriate software.

• Ability to learn other computer skills.

• Ability to communicate effectively with all types of people and work with the media.

• Ability to prepare funding proposals.

• Ability to handle conflict resolution effectively.

• Ability to organize and implement management practices in a harmonious setting.

• Some knowledge of mechanical skills desirable.  

• Physical and mental ability to effectively perform duties and responsibilities related to the job, including long and irregular hours of work.
