Director Information Technology

Nature and Purpose

The Director of Information Technology is an employee of the University of Arkansas Cooperative Extension Service and may hold a concurrent appointment with the United States Department of Agriculture.

The Director of Information Technology administers the Department of information Technology of the University of Arkansas Division of Agriculture, Cooperative Extension Service and coordinates activities that enhance the support of Extension faculty and staff using information technologies.

Major Duties and Responsibilities

• Supervises and provides leadership to department classified and non-classified staff.

• Develops and administers technology strategic planning and disaster recovery.

• Furnishes technical recommendations concerning hardware and software acquisitions.

• Pursues outside funding, solicits partnerships and negotiates contracts for information technology resources.

• Manages voice telecommunications for the Little Rock State Office.

•  Reviews emerging technologies and recommends improvements in information processing.

• Works with department staff to manage multiple projects, identify priorities, balance workloads, and determine need for additional support.

• Reviews purchase requests from other departments for consistency with standards and current applications.

• Develops requests for bids in the purchase of information technology investments.

• Oversees management and distribution of information using electronic mail and other related technologies.

• Coordinates administration of the financial and human resource data base applications.

•  Insures adherence to established software standards.

• Supervises the training of Extension personnel in use of software.

• Recruits and hires information technology professionals within the department.

• Completes and/or coordinates performance evaluation instruments for individuals within the department on an annual basis.

• Makes recommendations for promotion in rank, as appropriate.

Relationships

• Reports to Associate Director for Finance and Administration.

• Represents University of Arkansas Cooperative Extension Service in ARKnet, the consortium of higher education and non-profit organizations and the Southern Region Program Leadership Network.

• Participates in professional organizations, such as the Association for Users of Telecommunications and Information Systems, the Arkansas Distance Learning Association and the Video Network of Arkansas (VNET).

• Represents the organization in workgroups charged with the development of state mandated policies governing  information technology.

• Participates as member of the Communications and Marketing Web Team.

• Works with District Directors to coordinate the support of county staff.

• Works with faculty and county agents in the development and support of subject matter software applications.

• Works with Support Team to ensure technology initiatives are operational and efficient in serving organization's needs.

Qualifications

Education and Experience

• Masters in Business Administration

• Bachelor of Science – Mathematics or Information Technology

• Minimum of 10 years experience in the field of technology

• Minimum of 5 years experience in management

• Technical training in computer programming or other related information technology specialties

• Additional education in management, such as Dale Carnegie, conflict management, transactional analysis, and project management

Knowledge, Skills, and Abilities

• Understanding of management techniques

• Strong working knowledge in programming languages

• Design and documentation skills

• Effective planning capabilities

• Familiarity with hardware, software and networking concepts

• Knowledge of client/server data base applications

• Understanding of telecommunications principles

• Experience with compressed video technology

• Well developed communications skills

• Ability to effectively teach others

• Initiative to learn
