Director of Human Resources

Nature and Purpose
The Director of Human Resources is a faculty member of the University
of Arkansas, Division of Agriculture, Cooperative Extension Service. The
position is responsible for the administration and daily operation of the
Human Resources Office and for advising the organization regarding
benefits, classification and compensation, employment, and human resources
policy and procedure.
Major Duties and Responsibilities
• Directs Human Resources Office operations, including Extension's fringe
benefits program, employee leave and disability programs, the employment
process, Extension personnel files, state and federally mandated documents and
reports, data entry into Banner, unemployment claims, and the Employee
Assistance Program.
• Supervises personnel in the Human Resources Office.
• Responsible for maintaining compensation and classification systems in
accordance with state OPM and ADHE regulations, including biennial personal
services requests and appropriations, position title changes, pay plans,
concurrent employment, special entry rates, merit systems, provisional
positions, position reclassifications, second language compensation, and
salary surveys.
• Oversees implementation, training, and administration of the PeopleAdmin
Applicant Tracking and Position Description System.
• Reviews and approves all Extension position descriptions and position
description updates and secures appropriate administrative approvals before
entering into system.
• Reviews all new positions for appropriate job title, classification and
compensation.
• Assures that all human resources practices and procedures are in
compliance with, Extension policy, University board policy, and state and
federal regulations.
• Composes the official request and produces supporting documentation for
Extension's voluntary early retirement authorizations and serves as the
organizational contact person in the implementation of such authorizations.
• Responsible for summary reports and maintenance of employee data files
for CSREES and federal OPM.
• Reviews, revises, and interprets on-line Extension policy and procedures.
• Proposes and oversees implementation of technologies to enhance human
resources management within the organization.
• Responsible for all personnel reporting and/or audits of personnel
practices.
• Responsible for the employee performance evaluation program, including
providing counsel to hiring supervisors and administrators concerning employee
performance, evaluation instruments, and performance improvement plans.
• Provides faculty and staff training related to changes in Human Resources
policies and procedures and offers orientation and personnel-related training
courses through Extension's in-service training program.
• Responsible for accuracy and integrity of employee personnel files and
other mandated human resources files.
Relationships
• Reports
directly to the Associate
Director for
Finance and Administration.
• Maintains a working relationship with all Extension employees.
• Works closely with all hiring supervisors, advising them on all performance
and employment procedures.
• Works closely with Extension administration,
other UA System campuses, the UA System Office,
and other university Extension Services
on human resource issues.
• Coordinates with the Financial Services
and the Information Technology Offices
in maintenance of the
Banner and PeopleAdmin systems.
Qualifications
Education and Experience
•
Bachelor's degree in Human Resources, Personnel Management, or related
field required. Master's degree preferred.
•
Minimum of five years of supervisory experience in personnel management required.
•
Minimum of two years of experience at the Director's level required.

Knowledge of state and federal law, U.A. Board policy, Division
of Agriculture policy, and Cooperative Extension Service policy.

•
Ability to persuade others in order to achieve cooperation, consensus, and commitment.
