Nature and Purpose

The Campus Postmaster is a staff member of the Cooperative Extension Service, University of Arkansas.

The Campus Postmaster is responsible for the shipping and mailing of all information sent from the state office of the Cooperative Extension Service and maintaining an effective centralized postal center.

Major Duties and Responsibilities

• Supervises a staff of two part-time positions and volunteers from other departments in the daily processing of mail.

• Responsible for developing procedures and policy recommendations for the shipping and mailing of items within the state office complex.

• Maintains security of postage stamps, meters and other inventory assigned to the postal center.

• Maintains departmental cost accounting for all items shipped or mailed from the postal center.

• Operates all pieces of equipment within the postal center and provides training for the part-time employees who work in the center.

• Prepares monthly postage/shipping usage reports by department and sends to the business office for posting to individual accounts.

• Counsels with department secretaries and counties regarding the most cost-efficient method of postage and shipping.

• Handles all returned mail to the organization and forwards to the appropriate department.

• Utilizes addressing equipment to help individual departments and all counties maintain up-to-date mailing lists.

• Serves as the agency contact with the U.S. Postal Service, United Parcel Service, Federal Express and other carriers for the organization.

• Maintains a working knowledge of the Federal Penalty Mail System and applies all policy and procedures within the postal center.

• Coordinates all delivery and processing for mail functions to departments throughout the organization.

• Maintains the bi-weekly dispatch to county and off-campus offices.

• Processes mail daily and prepares for pickup by postal service, U.P.S. or truck delivery.  

• Keeps up to date on all postage and shipping regulations, cost changes and rules of operation.

Relationships

• Works under the supervision of the Associate to the Director of the Physical Plant.

• Establishes and maintains an effective working relationship with all department secretaries and supervisors.  

• Establishes and maintains an effective working relationship with the U. S. Postal Service and other carriers.

Qualifications

Education and Experience

• High school diploma.  

• Three years of experience in postal operations including one year in a supervisory capacity.

Knowledge, Skills, and Abilities

• Knowledge of U.S. Postal rules and regulations.

• Knowledge of supervisory principles and techniques.

• Knowledge of basic record keeping procedures.

• Ability to sort and post mail.

• Ability to operate postal equipment.

• Ability to operate and understand computer equipment.

• Ability to maintain and prepare postal reports.  

• Ability to plan, organize and prioritize work.
