Director of Financial Services

Nature and Purpose
The Director of Financial Services is a member of the Cooperative Extension
Service, University of Arkansas.
The Director of Financial Services serves on the staff of the Associate
Director for Finance and Administration and is responsible to the Associate
Director for Finance and Administration for business and financial operations.
Major Duties and Responsibilities
• Supervises fiscal affairs of faculty and staff.
• Assist with the preparation of University and federal budgets.
• Controls expenditures of funds.
• Certifies the expenditure of all Extension funds.
• Recommends accounting procedures to be followed in line with University,
State, and
Federal requirements.
• Oversees Payroll and Fringe Benefits, Grants, Account
Payables, Account Receivables, Capital Assets, and Cash Transactions Services.
• Provides Associate Director for Finance and Administration with necessary
fiscal data.
• Maintains personnel records in accordance with University and federal
regulations.
• Supervises purchase of equipment and supplies.
•Trains Extension faculty to assist in carrying out duties within Extension,
University, and federal policies and regulations.
• Responsible for compliance with applicable civil rights regulations in
areas of assignment.
• Performs other duties as assigned.
Relationships
• Maintains effective working relationships with staff members of the
University of Arkansas, Cooperative State Research, Education and Extension
Service - U.S.D.A., and other agencies and organizations.
Qualifications
Education and Experience
• Bachelor's degree in accounting with C.P.A. certification required and
master's degree desired in business administration, accounting, or related
field.
• Five years of experience in fiscal management, preferably in an institution
of higher education.
• Experience in the land-grant university system and Cooperative Extension
preferred.
Knowledge, Skills, and Abilities
• Knowledge of management principles.
• Ability to analyze, interpret, and apply regulations, policies, and
procedures in areas related to management operations.
• Ability to speak and write clearly and communicate ideas effectively.
• Ability to work effectively with persons of varying levels of education and
responsibility both within and outside the organization.
• Physical and mental ability to effectively perform duties and
responsibilities related to the job, including long and irregular hours of work.
