Associate Vice President for Agriculture - Extension

Nature and Purpose
The Associate Vice President for Agriculture-Extension (A.V.P.A.-E.) and
Director of the Cooperative Extension Service is a faculty member of the
Cooperative Extension Service of the University of Arkansas. The
Director also holds a concurrent appointment with the U.S. Department of
Agriculture.
The A.V.P.A.-E./Director is responsible for administration of all Cooperative
Extension work in Arkansas in the areas of agriculture and natural resources,
community development, family and consumer sciences, and 4-H and youth
development. The A.V.P.A.-E./Director is responsible for the financial,
personnel, and program management of the Cooperative Extension Service within
the framework of the Division of Agriculture of the University of Arkansas
System.
MAJOR DUTIES AND RESPONSIBILITIES
Directs and coordinates all work with U.S.D.A. in compliance with policies
promulgated from the Smith-Lever Act of 1914 and subsequent legislation related
to that Act.
Adheres to all U.S.D.A. policies and guidelines for Cooperative Extension work as
appropriate for the University of Arkansas.
Directs educational work and programs in agriculture and natural resources,
community development, family and consumer sciences and 4-H and youth
development.
Coordinates the work of the Cooperative Extension Service with that of the
Arkansas Agricultural Experiment Station through the Associate Vice President
for Agriculture-Research (A.V.P.A.-R.)/Director, Agricultural Experiment Station.
Manages and provides accountability for federal, state and county funds
according to need and regulations.
Coordinates fund development for the Cooperative Extension Service with the
Vice President for Agriculture.
Selects personnel, assigns duties, delegates authority and determines salary
schedules and promotion policies for the Cooperative Extension Service in
accordance with Division of Agriculture Policies.
Administers Extension programs in compliance with applicable state and
federal laws, including, but not limited to, Titles VI and VII of the Civil
Rights Act of 1964, Title IX of the Education Amendments of 1972, the
Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 and
other acts dealing with programs and employment.
Coordinates preparation of all federal plans of work and reports with the
A.V.P.A.-R. and the 1890 Administrator for Research and Extension, through the office
of the Vice President for Agriculture.
Represents the Division of Agriculture and the Cooperative Extension Service
with federal and state agencies and with stakeholder organizations and other
groups.
Performs other duties as assigned by the Vice President for Agriculture.
RELATIONSHIPS
Reports to and serves at the pleasure of the Vice President for Agriculture
of the University of Arkansas System.
QUALIFICATIONS
Education and Experience
Earned Doctorate in
agriculture, forestry and natural resources, family and
consumer sciences or related field.
Administrative experience at the
Department Head (or equivalent) level or higher, preferably in
a land grant university.
Minimum of five years of professional Extension experience.
Knowledge, Skills and Abilities
Knowledge of the history, philosophy, objectives and methods
of Cooperative Extension work.
Knowledge of the social, economic, political and cultural factors effecting
Extension work.
Ability to develop and manage innovative programs in Extension.
Ability to work effectively as a member of an administrative team.
Ability to speak and write clearly, and to convey ideas effectively to faculty, staff and stakeholder groups.
Physical and mental ability to effectively perform duties and
responsibilities of the job, including long and irregular hours and extensive travel.
