Associate District Director

Nature and Purpose

The Associate District Director is a faculty member of the Cooperative Extension Service, University of Arkansas, and may hold a concurrent appointment with the U.S. Department of Agriculture.

The Associate District Director provides leadership in the planning, implementation, and evaluation of Extension programs in agriculture and natural resources, community development, and family, youth and 4-H education, and assists the District Director in administrative leadership as assigned in counties within the district (75%); and performs other assignments on a statewide basis (25%).

Major Duties and Responsibilities

Program Planning

• Develops and maintains a knowledge of the social, economic, political, and cultural characteristics of the population within the assigned district.

• Assists county faculty in planning Extension educational programs, including long-range and annual plans of work.

• Serves as liaison between county and state faculties for obtaining and disseminating program information.  

• Collaborates with state program leaders and state specialists for assistance in keeping county faculties supplied with current program information and program ideas.

Program Implementation

• Counsels with county faculties in carrying out plans of work to reach objectives.  

• Assists in planning and conducting area and district educational activities.

Program Evaluation

• Assists district director in conducting a continuous evaluation of the overall Extension program in counties within the district.

• Assists county faculties in development of evaluation methods and techniques.  

• Reviews reports, media releases, and correspondence to measure accomplishments.

Staff Development

• Counsels with district director, on request, in recruiting, interviewing, and identifying qualified persons for positions in the district.

• Counsels with district director, on request, regarding evaluation of the performance of county Extension faculty in the district.

• Counsels with district director, on request, regarding transfer, promotion, and termination of county Extension agents.  

• Assists district director in conducting training sessions for county faculty in program operation.

Administrative, Fiscal, and Personnel Management

• Assists district director by performing delegated administrative, fiscal, and personnel management responsibilities.

Other

• Performs other duties as assigned.

Relationships

• Responsible to district director for administrative, supervisory, and program matters.

• Cooperates with state program leaders in program development and in coordination of specialists' activities within the district.

• Counsels with state specialists concerning educational work within the district.  

• Works with other groups and organizations in furtherance of Extension programs as required.

Qualifications

Education and Experience

• Master's degree required, with at least one degree in the field of agriculture, family and consumer sciences, or related field of study.  

• Minimum of five years of experience in Cooperative Extension education with demonstrated ability to develop effective programs and perform increasingly responsible assignments.

Knowledge, Skills, and Abilities

• Knowledge of history, philosophy, objectives, and methods of Cooperative Extension work.

• Knowledge of social, economic, political, and cultural factors affecting Extension work.

• Knowledge of organizational structure, budgeting procedures, personnel management, and administrative policies.

• Knowledge of and ability to apply principles of management.

• Knowledge of and ability to apply principles of adult education and social action processes.

• Ability to inspire and train employees and lay leaders.

• Knowledge of and ability to apply public relations principles at all levels of society.

• Ability to speak and write clearly and communicate ideas effectively.  

• Physical and mental ability to effectively perform duties and responsibilities related to the job, including long and irregular hours of work and frequent travel.
