Annual Leave & Annual Leave Used for Study

Summary: Establishes policy concerning accrual and use of annual leave by Extension employees.

I.    Annual Leave Procedures

• Annual leave must be earned before it can be taken. Accrued annual leave may be requested by an employee at any time. The appropriate supervisor will grant the request when it will least interfere with the efficient operation of the organization. It is the responsibility of the supervisor to grant only that annual leave that has been accrued.

• Annual leave is granted on the basis of workdays, not calendar days. Weekends and holidays falling within a period of annual leave are not charged as annual leave.

• Annual leave is cumulative; however, no employee may have an accumulation in excess of 30 days on December 31 of each year. During the calendar year, accrued leave may exceed 30 days, but those days in excess of 30 will be lost if not used before December 31 of each year. No annual leave is earned when leave without pay totals 80 hours within a month.

II.    Accrual of Annual Leave

Regular Appointed Employees

Faculty - Extension faculty earn annual leave on the basis of 22.5 working days per calendar year. This translates to 180 hours per year or 15 hours per month.

Classified Staff - The amount of annual leave earned will be based on the years of state employment. Years of employment may be continuous state employment or accumulated years of service when the employee has had a break in State employment. Prior service is established on completed years of service only.

21 + years 180 Hours (22.5 days) 15 Hours

Leave categories, for the above years of employment, will be changed to the next higher category on the first day of payroll one month from the leave anniversary date. Thus, an employee may earn annual leave at two different rates within the same calendar year.

Hourly Employees - Each hourly employee is assigned a fixed percentage of work time. An employee who works less than 1,000 hours per calendar year does not earn leave. An appointed hourly employee who works more than 1,000 hours per calendar year accrues annual leave in the same proportion as the time worked.

The amount of leave earned each year is based on the percentage of time the employee is assigned to work and the employee's years of service. For example, using the chart for classified employees, an employee with four years of service and working at a rate of 60% would receive 72 hours (60% of 120 hours) of annual leave for a full calendar year.

An hourly employee who had not qualified for annual leave prior to the date of regular appointment will receive credit for leave earning purposes for that period.

Temporary Employees - Employees working less than 1500 hours are considered temporary and will not earn annual leave.

III.    Requesting and Reporting Annual Leave

• Annual leave may be taken and reported in increments of one-quarter hour.

• All Extension employees requesting annual leave should submit form E.B.E.N. - 327, Request for Leave in advance of leave taken. This form is approved by the supervisor and retained in the unit files.

• All  semi-monthly payrolled employees and classified hourly employees should report leave taken online in Banner.

• Saturdays, Sundays, and approved holidays are not charged as leave.

• Annual leave is cumulative.

IV.      Annual Leave as Leave for Study

• Annual leave in excess of 240 hours may be carried over and used as leave for study by non-classified employees pursuing a graduate degree.

• Annual leave must be earned before it can be used as leave for study. It may not be borrowed.

• The employee must submit a written request through the supervisor to the Associate Vice President for Agriculture - Extension no later than December 1 of the calendar year in which the leave is earned.  Per Board of Trustees policy, the request will then be forwarded to the President's office for approval. 

• Upon approval, the excess leave may be used as leave for study until the following December 31.  After that date, any unused portion is forfeited.

V    Lump Sum Payments Upon Termination

• Upon termination, resignation, retirement, death, or other action by which a person ceases to be an employee of the University, the amount due the employee or his or her estate from accrued annual leave (not to exceed 240 hours) will be paid in a lump sum. No employee receiving such additional compensation shall return to University employment or be employed by state government until the number of days for which he or she received additional compensation has expired.

• Payment for unused annual leave will be processed with the next regular payroll.
