Summary: Establishes policy for participation in the Thrift Savings Plan for Employees on Federal Appointment, except those participating in the Civil Service Retirement System.

The Thrift Savings Plan (T.S.P.) is the savings plan section of the Federal Employees Retirement System (F.E.R.S.) and the Civil Service-Offset Retirement System.  Employees may contribute a percent of their salary on a tax-sheltered basis to various investment funds. There is no employer matching contribution.

Benefits include a retirement annuity and lump sum distribution.
